Legislative Update S 845

NCISS - Legislative Committee Update
S 845 - Respecting States Rights and Concealed Carry
Reciprocity Act of 2009

Colleagues:

Although Congress has not been very active on issues relating to weapons ownership this year, there may be some developments in the near future. Earlier this year Senator John Thune (R-SD) introduced S 845, the "Respecting States Rights and Concealed Carry Reciprocity Act of 2009". That bill would permit persons licensed by their state to carry concealed weapons to carry them in any other state that permits its residents to carry weapons. A hearing scheduled for this week was just postponed, but there is interest in the Senate Judiciary Committee.

Just yesterday, the General Accounting Office released a report finding that over the past few years more than 900 persons on the terrorism watch list were able to obtain weapons. Legislation has been introduced by Representative Peter King to give the Attorney General the right to deny persons on the watch lists the right to obtain weapons permits. That bill, HR 2159 " Denying Firearms and Explosives to Dangerous Terrorists Act of 2009", is expected to be introduced in the Senate as well by Senator Frank Lautenberg (D-NJ) who requested the GAO report.

Gun rights advocates are opposing the bill because it permits the Attorney General to deny the right to carry a weapon without any judicial determination. NCISS will keep you apprised of developments on these bills.

We have also been busy monitoring bills at the state level sending alerts and copies of potentially threatening bills to our NCISS Regional Directors and state association Presidents.
